If you are talking about speech rate on the rotor, when you turn the rotor to speech rate, no double tapping is involved. Just flick up or down with one finger to adjust the speech rate. If you usually do not change it after getting it set, go into the VoiceOver settings, Rotor, and where it says Speaking rate selected, double tap so it no longer says selected, then it will no longer appear on the rotor so you do not accidentally change it again.
