The occasional sluggishness on my iPhone 4 is now quite noticeable since I have 
upgraded to an iPhone 5. My educated guess is that the occasional sluggishness 
is caused by iPhone's memory management. Delays occur when background processes 
become memory intensive in any computer device. This is the nature of 
technology.

That said, overall my iPhone 4 was more responsive after the upgrade to iOS 6.
