We won't really know what's new for VoiceOver in iOS 13 until it is released next Thursday. There are lots of places on the web that have rumors, and some articles, but we don't know anything solid until it comes out. When it is released, AppleVis will be a great resource since they will have full write-ups on what's new and notable bugs.
