You open the folder after you started editing and after you already marked the app for dragging. Then you go to your folder in the dock which, if it is called "Music" will say "Music, editing", you double tap it to open it, then you can go to any app in the folder and drop the app you are dragging either before or after, this is done the normal way, i.e. once you opened the folder and are where you want to be you swipe down until you get to Drop before or Drop after, then double tap.
