No, the filter option is the only way to find your folders. Then you double tap on by Folder X, where X is the name of the currently selected folder. In the early stages, you did not know which folder was currently selected until after you hit "by folder."
I think his logic is that you have several other ways to filter your library. You could put in a feature request asking that you could have all the folders shown as an option.
