i have an iPhone SE and it works fine. It sounds like under VoiceOver settings you have it set to always speak notifications. Did you also check under Accessibility what Call Audio Routing is set too? Lastly, under notifications, are the phone notifications set? Make sure allow on lock screen is on. If none of that works, then it is time to talk with Apple. Richard
