It would help to know what difficulties he has. Before iOS 11 when I tapped on the voice mail tab (this is regular voice mail, not visual voice mail) it directly dialed and connected to my voice mail. In iOS 11 double tapping on the voice mail tab doesn’t do this any more, you have to find and double tap again on a button on the screen which Voiceover reads as “Call Voice Mail”. Not sure if that is his problem, if it is not then you would need to provide more details about what is or is not working.
