Hello Jed,

Remember that, unlike many third-party apps, the Health app uses several 
vectors in order to determine step count, including the built-in gyroscope.  
Therefore, make certain that your iOS device is close to your body as you walk. 
 

Generally speaking, I place my iPhone in a front pocket of my pants or in a 
breast pocket of my shirt.  I find that this make the step count remarkably 
accurate.  

Wearing the device in a fanny pack or carrying it in any kind of bag reduces 
its motion, consequently reducing its step-count accuracy.
