You can use it immediately when you get it, all iPhones are usually precharged and then turned off and I don’t think I ever received a single new iPhone that had less than 60% of battery available when I turned it on.If you want to be sure you can always plug it in, this will also power it up and if you set it up as a blind user just give it a good 2 or 3 minutes after you plug it in, then press the power/sleep button the side to wake up the screen and then triple press the home button, this should then start Voiceover at the setup screen, double tap on the Hello message that is displayed in changing languages and follow the instructions. Also keep in mind that whenever you get to the first edit field, usually where you enter your WiFi password, typing mode is by default set to standard which means you have to double or split tap each character. You can, however, right then and there turn the rotor to typing style and set it to touch typing.
