Since more and kids learn computing very early of age, they could possibly be able to find a subtle/underlying way to craftily/slyly sneak and suck billions of US dollars! Most people, however, do have a credit card associated with their account and in that case in-app purchases are happily getting billed to the card on file. I heard all sorts of stories where kids racked up hundreds of Dollars with in-app purchases for some games etc. You can definitely disable use of the iTunes Store and the downloading and deleting of apps and in-app purchases. You can also turn off Safari and set content restrictions for websites, books, music, movies and even SIRI. You can also disallow changes for Contacts which makes it impossible to add, change or remove accounts in mail, contacts and calendars. Unfortunately you can't set restrictions for turning off/on things like WiFi or Bluetooth, but you can also restrict the Camera.
