Please stop saying you cant. I am in the United states and you indeed can turn it off. I have mine turned off.

Hi, I believe you can turn off the amber alerts at the bottom of the notifications settings area under settings but you can't disable government or presidential alerts if you're in the US which I'm assuming you are. So for instance if there was a major weather warning or some other governmental issued safety alert you'd get it regardless. I hope this helps.
