I usually just turn on the Mute switch and then 3-finger double tap to turn off 
speech. Vibrations still come through.

Wouldn't this do what you describe below as desirable?

I always wanted the mute switch, when activated, to turn off all sounds 
generated by alerts and notifications, including VoiceOver, and this is how it 
worked for me for a very short period of time, maybe a few months with IOS 7. 
I'm not sure how Apple intended this to work though, and I've always found it 
to be inconsistent. This has always been a bit frustrating for me since I want 
to have my phone on in meetings, so I can step out when I get a notification 
that I'm expecting, but still have it silent so it doesn't interrupt the 
meeting. I also want to be able to toggle this behavior on and off and not have 
to go down a settings tree to find this switch. I must admit that after a year 
or so of not being able to figure out what combination of settings would get me 
the behavior I wanted, even through IOS updates, I kind of gave up trying, and 
I think I need to go back and give Ari's suggestion another chance.
