I had this problem just today. In fact, I was locked out of my account because. I tried to enter my new password, but it said it and the verification didn't match. It even told me that my birthday was not right. It was a mess. I actually called Apple Accessibility; and while they didn't have a definitive answer as to why this happened, they did help me get things properly reset. This is very weird.
