This is standard behavior for IOS and has been for several releases now. Just double tap the screen on that message that changes languages and finish the setup process.

Hello,

I updated my 4S to the latest version. My problem is that now when I
press the home button, it says hello. When I touch the screen it says
hello and other things in different languages. I understand that also
says something about configuration, but I have not idea what I should
do. Would anyone please explain what I have to do? Thanks, Rena
