I have not had this problem, it is only in the App switcher when I have used 
it.  Otherwise it is not.  Using iPhone 6, IOS 9.01 or whatever the number is.  
Latest.

I have noticed this also.

Usually, if you open phone or settings and then go to app switcher, it is there.

Nothing to lose sleep over, but it is annoying.

While it seems that so far the two of you are the only ones experiencing this, 
it really is not doing any harm if Settings is in the app switcher and I 
wouldn’t loose any sleep over it. It’s not like it would slow down your phone 
or put a drain on your battery.

I have done the same thing, and no matter what I do to turn the phone 
completely off, it comes back once the phone has been restarted. I have to 
constantly go back into the app switcher and close settings.

Have you tried going into app switcher, placing focus on the settings item, and 
doing a three finger swipe up to close it?
