It appears that, at least on my particular iPhone 6+, I can now use my Logitech Keys-to-Go Bluetooth keyboard again, after updating to iOS 9.01.
Initially, after installing the update, I tried typing in a search field, and experienced the double characters problem. That was not happening with iOS 9.0. This was promising.
Turning Voiceover off and back on brought back the iOS 9.0 behavior where I couldn't type in edit fields at all.
However, then going into Settings > Bluetooth and "More Info" for my keyboard, telling the iPhone to forget the device, then re-pairing with it, I can now type just fine!
So, once you forget then re-pair wiht your keyboard, you should at least be able to type as before.
It remains to be seen if the doubled characters bug still exists. I haven't encountered it yet.
