Hi Amy, Often, a picker appears at the bottom of the screen. So try double-tapping to activate it, and then check at the bottom to see if it's there. Then make sure the rotor is set to Adjust Value. In iOS 9, my experience is that the rotor isn't as likely to change to this option automatically as it used to be. Then, with any luck, you should be able to flick to the choice you want. With some pickers, you can move more quickly by flicking with three fingers, which is handy if there are lots of options. Then flick left to the Done button and double-tap.
