According to an article I read earlier, you have to install the ad blocking software from the Ap Store in order for the ad blocking options to show up in Settings/Safari. I've looked through the Safari settings several times and couldn't find anything. Once an ad blocker is installed, then the options show up. I think this is an Apple thing where they won't show the options for something until you put it on your device, like the iCloud Drive option for storing files. If you don't use it, then the icon will not show on your home screen.
