Yes, this is a known problem with IOS 8. I see it most in the Mail app,
where touching on the delete button and double tapping will bring up the
reply dialog or touching the previous or next buttons and double tapping
won't produce the desired action. The focus works fine with the flick
left or right though, so I've gotten in the habit of touching a button
and then flicking left and right to make sure it has focus before double
tapping. I've reported this multiple times to Apple, but it wouldn't
hurt if others reported it as well.
