The Apple TV is a stand alone device. It's easy enough to find out more

Hi Kevin, no, the second generation won't do the audio description. But
if you have the video description setting, then you have the third
generation.
It is really odd that you don't have the audio description track on
titles that support it. It's working OK at this end which I realise
doesn't help you much.
If no one else has any suggestions, perhaps contact Netflix support. And
if you have the iPhone app, it would be interesting to see if you can
switch languages to audio description on there.
