If you configure it in Settings > General > Accessibility > Accessibility 
Shortcut, you can triple click the Home button to toggle VoiceOver on or off. I 
have also seen this chracter repeat bug, but I haven't yet done enough with a 
bluetooth keyboard (I only just found I still have one) to figure out just what 
the problem is or how to fix it. I'll try toggling VO to see if that 
helps--thanks for the tip.
