Hi Neal.
Actually I've had it happen twice since the 8.3 update, and never
before. The first time (last night) rebooting the phone solved the
problem. Today when it happened, I told Siri to turn Voiceover off,
then back on, and the problem went away. So, it appears to be
Voiceover related.
I'll post more if it happens again.
