The following explanation may not be 100 percent correct, but it is close.  
There is a bug in IOS 8 such that  the VoiceOver cursor sometimes does not 
follow the IOS cursor.  When I encounter such a situation, I do a three-finger 
swipe up or down to change the page, until I get VoiceOver to be on the proper 
page and I then can get the checkbox to check, the submit button to submit, or 
whatever,  It usually is no more than a page or two off, you have to work with 
it until it works.  There is only one checkbox I can not get to work, 
regardless of what I do.  I can no longer pay my internet bill using Safari on 
my phone, I either have to do it on the pc, or call them and use their 
automated service.  It makes me mad, being that it use to work.

  At the weekend I was travelling on a train here in the UK and noticed that 
there was wifi available.  To connect to this wifi service required me filling 
out a registration page, at the end of which were three tick boxes, one of 
which was already ticked, the other two weren’t but I needed to tick them in 
order to complete the registration process.  I am using the latest version of 
iOS8 and no matter how many times I double tapped on these tick boxes their 
state would not change.  Has anyone else noticed this and if so is there a work
