From various sites I've googled up, it's only available to members of the
Apple Seed program. I'm not sure if it is even possible to get invited, but
I think public is a misnomer, if what I read is correct about joining to get
8.3. I think Apple basically has to notice you some other way, or the
program is closed to new invites, and then if they pick you, you get to get
the beta. I hope I'm wrong about this.
