my understanding, it doesn't work on ringtones

itunes the other day.  Up until now, i was using the clasic old phone ringtone.
I downloaded this track.  here's what's happening.  While it's playing, i know 
voiceover is talking when i swipe to see who is calling.  The problem is the 
ringtonw isn't ducking down in volume so i can hear voiceover, in fact, it's 
overpowering it.  Any ideas of how to get around this and what to do?
