This sounds like a limitation of your email provider. When I had a local provider, we had the same problem for some years, until they eventually enabled the feature. The first step would be to go to your provider's website, or call their support number, and double check that all your SMTP settings are correct. If they are, ask if the provider allows for sending email away from your home network.
