I've found two solutions to this problem. You can either leave things as they are and delete each item individually with the actions rotor item, or you can go to settings, general, reset and reset all your phone settings. The second option is more of a pain, because you may lose your passwords, unless you restore from an encrypted iTunes backup. I only used the second method accidentally, as I was trying to reset settings to attempt to correct a Bluetooth keyboard issue. That issue didn't change, but I was suddenly able to use triple-tap to clear notifications.
Please note: this is a bug that has been reported by some. This bug does not allow you to clear the notifications either with a double-tap twice or a triple-tap.
