Probably (I guess) because iconv is a separate software package which doesn't come under the Vim license. In particular, changes in iconv need not be reported to Bram Moolenaar, and updates in iconv may be installed without updating Vim (especially a Vim compiled with +iconv/dyn).

Caution: Make sure you keep a copy of your iconv etc. libraries somewhere else than in $VIMRUNTIME (anywhere in the $PATH will probably suffice) or the next update of Vim could remove them. Also, the $VIMRUNTIME for the next Vim release will be a different directory, ending in .../vim74/ or .../vim80/ instead of .../vim73/.
