By default it is not: for instance on Unix both their defaults are @,48-57,_,192-255 which below U+0100 includes only the digits, underscore, ASCII and Latin1 letters, and, maybe through an oversight, the multiplied-by and divided-by sign. I'm not sure whether Unicode codepoints above U+00FF are included or excluded (assuming 'encoding' set to UTF-8).
