Make_cyg.mak is a makefile for MinGW which is installed with Cygwin.
If you use the standalne MinGW, you should use Make_ming.mak.
(I don't know if you want to execute the standalone MinGW from Cygwin.)
For compiling with MinGW I use:
make -f Make_ming.mak
For compiling with Cygwin I use:
make -f Make_cyg.mak
