I want to look into this patch from view point of multibyte characters.
Where can I get it?
There is this site: https://code.google.com/p/vim-soc2008-regexp/
Was there a version after this?
New regexp NFA engine isn't work with multi-byte characters.
https://code.google.com/p/vim-soc2008-regexp/wiki/nfa_bugs
No support for multibytes?
Isn't this a blocker issue for integrating the regexp NFA engine in Vim-7.4?
If this issue hasn't been corrected since then, then there should be a
way to decide ahead of time that the new engine can't be used because
multibyte characters will have to be processed.
Of course, if that means not using the new engine whenever 'encoding' is
a multibyte charset (utf-8, sjis, GB18030, euc-kr, etc.), then the new
engine would lose much of its utility.
