The change provides isolation, it doesn't affect performance.  Whether it
helps your situation or not depends on where your assigned devices are
installed.  If they are installed to PCH-based root ports, then yes, the
ACS override will no longer be necessary.  If they are installed to
processor based root ports then it will make no difference whatsoever to
your configuration... other than you may want to consider reinstalling the
card in a PCH slot.
