I think the actual issue here is that there is signal leak that causes frontend 0/1 to temporarily obtain a lock onto the DVB-S signal because I can get a picture on on adapter0/frontend1 despite no cable being connected to it. So it's more useful to be able to explicitly tell VDR to ignore certain combinations of adapter and frontend.
