generate something that vdr would play!
Some months ago I had success with ffmpeg:
ffmpeg -i input.mp4 -f mpegts -vcodec mpeg2video -aspect 16:9 -sameq -s
4cif -acodec mp2 -ar 48000 -ab 192k 00001.ts
