If you're kids are old enough to talk then they're old enough to understand "don't play with the remote". If not, they're too little to reach up very high. Whichever the case, it sounds like your problem can be easily solved without modifying remote.conf, VDR core, or anything else. I couldn't imagine fighting with a kid over something like that.
