Apparently resolution is reported as 1 ns regardless of HZ when NO_HZ is 
used:

$ ./hz
cTimeMs: using monotonic clock (resolution is 1 ns)
$ zcat /proc/config.gz | grep "_HZ="
CONFIG_NO_HZ=y
CONFIG_HZ=100
