After going through the options myself, how the patch works, and the comments
in the patch tracker, I'm wondering if having a new command that takes
a different format for setting the same options is a better idea.

The idea of setting a flag with '-' and un-setting it with '+' is a little 
backwards.
The point of the 5.5 branch is to do away with these oddities.  Perhaps with 
long mode
strings like "+bounce -relay -etc" with a new command would work?

It doesn't matter.  The documentation will always reference 89:89 as the
intended default groups for vpopmail:vchkpw though.
