I've re-enabled the --enable-domainquotas configuration option.  It will warn 
you that this should only
be used with the vpopmail usage daemon.  All my testing shows it works fine in 
this configuration.  The
problem is that, by design, everything falls back on the original code if the 
usage daemon is not running.
Therefore, only enable this if you're planning on running the usage daemon all 
the time.
