Just for reference, I have a patch that does a lot of this for the MySQL
backend.  It's up on SF in patches, #1619600, and could probably server as
a basis for this type of code everywhere.  There's also a separate patch
that allows per-domain control of the # of users per directory, also just
for MySQL, but again it could serve as a starting point.
