It could be dns related, try waiting for a fairly long time to see if
qmail responds.  

You could also try

192.168.1.:allow,RELAYCLIENT="",NODNSCHECK="",RBLSMTPD="",QMAILQUEUE="/var/qmail/bin/qmail-queue"
