One last question.....how can I tell whether qmailadmin is configured with the -disable-modify-quota option?

vmoddomlimits -d -q 50M

If you use qmailadmin, you will want to configure it with --disable-modify-quota (actually, just make sure you don't modify it), otherwise postmasters will be able to change user quotas.
