Regardless, that's not the issue at hand here.  Clearly his tcpserver is 
working, because he's getting unable to exec qq instead of tcpserver erroring 
out with its usage line.

Itamar: please post the contents of your /home/vpopmail/etc/ file, as well as 
the full output of the following commands:
# TCPREMOTEIP=209.82.178.130 tcprulescheck /home/vpopmail/etc/tcp.smtp.cdb
# ps -ef | grep tcpserver | grep 25
