Qmailadmin runs as the vpopmail user and have all the privileges to do it.
A PHP plugin I don't know how to make it have this privileges (an existing
plugin ask you to run the web server as the vpopmail user!) but it could
call internally qmailadmin. Any hint?
 

qmail admin is set suid as root:wheel or vpopmail:vchkpw. Either one on 
my BSD system, that is how it has enough priveliges whjen called by 
apache. Which can be done with squiral mail as well i believe.
