tcpserver doesn't do any rbl check.  that's what rblsmtpd does.  putting
RBLSMTPD="" into your environment for the connection doesn't cause
tcpserver to NOT run rblsmtpd.. it just causes rblsmtpd to continue on
as normal and execute its argument.
