if you are using vpopmail with qmailadmin then create a file in required domains folder with name
 
.qmailadmin-limits
 
maxpopaccounts: 10
maxaliases: 10
maxforwards: 10
maxautoresponders: 10
maxmailinglists: 0
default_quota: 20000000                    (This is what u need for domain quota)
