it stops directory hashing for user directories.

so lets say you have a domain with lots of users and you have disabled 
users-big-dir
then all users of that domain have a directory directly in 
~vpopmail/domains/domain.com

depending on the filesystem this might get somewhat slower.
don't worry when you only have 100 or 1000 users.. should be ok to disable 
users-big-dir
