Ok, I've patched qmailadmin to support default_quota <quota> in .qmailadmin-limits. Works for me, but please test. I also undid the change to QA_PACKAGE and QA_VERSION, as autoconf breaks it. Compilation will fail if you ever run make distclean. I'm sure there's a better way to get rid of the compilation warnings on FreeBSD, this just isn't it. See INSTALL for info.
