Why does rcpthost block email to remote users you want to send too ?

I have added a domain, and added this to rcpthosts. Then I try to send to any remote 
email address, and get the "...is not listed in my allowed rcpthosts". If I send to 
myselves, then itīs ok, but its boring to only send email to myselves...

I canīt seem to figure out this completely. I need to have users allowed to email 
whoever they want, from wherever they are located in the world/network.

Also, is not having a rcpthosts what is considered an "open relay" ? Cause I get some 
spamtest program emailing me many mails about they "are checking for open relays".
