Ok it's only on the vqadmin 1.18 which is the devel package you can find it 
a inter7.com/devel download modify the file read the instruction and you 
will be fine 

here is my settings:
drwxr-xr-x    3 vpopmail vchkpw    6 Sep 18 15:08 vqadmin
 -rw-------    1 www      www           114 Sep 18 15:08 .htaccess
www is the group that controls the apache server.
