This is the key process.

This is a qmail issue. You shoul post to the qmail list or
search in the archive-list (see www.qmail.org)with the relay
keyword.

In the /etc/tcp.smtp file you should have the rules for the
relay (see http://cr.yp.to/ucspi-tcp/tcprules.html )
Can you post the content of this file as well ?
What are your needs ? Do you have remote users accessing the
server from different ISPs ?
If no, you should deny these remote smtp connection using
the tcp.smtp file. If yes, you can use the relay after pop
auth function provided by vpopmail
(./configure  --enable-roaming-users=y ......).
